management can be defined as process of working with and through others to achive organizational objective in a chaging environmen. The effective and efficient use of limited resources is a key issue to this process. Any organization, whether new or old, whether small or big need to run smoothly and achieve the goals and objectives which it has set forth. An objective is a target to be strived for and, one hopes to attain. There are four functions of management planning organizing directing and balancing between being effective and efficient at the same time. Distinguishing and balancing between effectiveness and efficiency is never ending dilemma for contemporary managers.
