To make summary
1. Underline the topic sentence and important (brief) supporting details.
2. Add some new words / change sentence structure where necessary.
3. summary of text should be hay on less than of the original text.
4. It maybe up to 1/3 of the given text.

To make Paraphrase
1. Underline important info/point.
2. Underline similar meaning words , change words into different form (verbs , nouns , adj , adv, …. Etc).
3. Explain any difficult words.
4. Change number / percentages into a words.
5. A paraphrase should have a lot of new words.
6. A paraphrase should be the same size (as original text) and same meaning.
